  • Event organizers planning festivals, concerts, events, track meets, or similar activities on City of Orem property must submit an application to the City of Orem. This includes paying the appropriate fees, providing proof of insurance, and other required documents. Applications must be filed with the city at least 50 days before the event, and organizers are prohibited from advertising the event until they receive approval. In addition to the City permit, some events may also need permits from external organizations, such as UDOT or Utah County.

     

    The special events ordinance is designed to regulate how and when events can be held on public property in the City of Orem. This ordinance helps manage the impact on traffic flow and public rights. While private gatherings of families or small groups do not require an application (events less than 100 people and not using the stage), any event that might disrupt public rights must comply with the ordinance.

    City approval will be required if the following circumstances apply to your proposal: If you are requesting dedicated staff to make your event possible (traffic control, police, EMS, Public Works staff, etc.) or if you are requesting the exclusive use of city-owned property during your event (city parks, pavilions, city facilities etc.).This would also include any city-owned streets, sidewalks, bike paths or trails if it is anticipated that the proposed event may alter or negatively affect the natural flow of auto traffic, pedestrian travel, or parking.

     

    To organize a public event in the City of Orem, complete the City Property Use Permit Application and submit it for approval. The application does not automatically approve you for a City Property Use Permit. Please look for an email from our department regarding your application status.

    Event Level 3:

    200 - 1,000 in attendance (include participants, bystanders, staff, volunteers and others).

    Application Opens: January 1st
    Application Due Date: 50 days before the event
    Insurance Required
    Event Fee: $1500 (Includes 1 Full Time Park Staff Cost)
    Number of vendors 8 (including food trucks)  & 25 vending tents (not staked).


    Event Level 4:

    1,000 or more in attendance (includes participants, bystanders, staff, volunteers and others), as well as staff determination of size and scope of requested and/or required City resources.

    Application Opens: January 1st
    Application Due Date:  50 days before the event  
    Mass Gathering Permit, Insurance Required
    Event Fee: $2000 (additional cost apply for mass gathering depending on hours of use. Must apply for Mass Gathering Permit through Utah County). 
    Number of vendors 10 (including food trucks) and 50 vending tents (not staked).
    Full-time Parks Crew Member (1 for every 500 attendees)
    Police Officers (as needed according to attendance)
    Additional park fees may apply according to additional park needs
    Park Staff are required to be onsite during the event time.

  • City Property Use Event Host Agreement

    This will be a document that is an agreement for the Event Host to look over. This also requires responsibilities for vendor terms with the City of Orem and the County. This agreement will be sent once the application has been approved. You are required to give the Recreation Department at least 50 days prior to go over your application as well as approval.
  • Vendor Information

  • Selling is only permitted if the following is fulfilled:

    -Maximum vendors ranges from 5-10 that are food trucks and trailers, unless approved otherwise with city staff.

    -Each tent vendor will depend on the Event Level that your attendance is placed at

    -All vendors must have proof of proper licensing, proof of sales tax with the county

     *Please Note: If vendors do not provide correct licensing, they might be fined by the county inspector. 

  • Insurance and Permits

    For all large scale events involving city support in traffic control, setup, cleanup, use of city equipment, etc., and/or that has more than 300 participants, as determined by staff, must have Liability insurance with a minimum $1 million dollar per occurrence with a $4 million dollar aggregate limit naming The City of Orem City, its officers, employees, and volunteers as additional insured’s, plus additional coverage and endorsements depending on the nature of the event. Proof of coverage must be submitted prior to the issuance of a special event permit. The certificate must also state that coverage will not be canceled without 10 days prior written notice to the city.
  • Temporary Mass Gathering Permits

    Some special events also require a Temporary Mass Gathering Permit obtained through the Utah County Health Department
  • A Tempoary Mass Gathering Permit is required of any event that:

    (1) Will have 1,000 or more attendees at one location for more than 2 hours

    (2) Is located at a facility that was not constrcuted for that heavy of use. You can typically tell this if it is necessary to bring in portable toliets, garbage cans, or parking services for the event. See Utah's Administrative Code R392-400.

    We recomend that you contact Utah County Healht Department atleast 30 days prior to your event in order to determine if you are required to obtain the Mass Gathering Permit. Call 801-851-7525 or visit www.utahcounty.gov to learn more.

  • Extra Fee's and Cancellations

  • All events will be permitted to pay in full ATLEAST 2 weeks prior to the event. If we do not recieve payment by that time, the Recreation Department will forfeit the request all together. 

    If the Host cancels the event 30 days prior to the event, after paying the full amount, the full amount (minus the deposit) will be refunded back to them.

    If the Host cancels the event 0-29 days prior to the event, and has paid in full, there will be no refund for the Host.

    Events that follow all rules, regulations and protocols will have the deposit go towards the final cost of the event.

  • CITY SERVICE FEES

    All City Service Fees are due before issuance of the event permit from the City at least 30 days before the event. If an event requires use of a City Park, the event is required to pay all pavilion rental fees. This fee schedule is not exhaustive as other costs could be incurred not included in this fee schedule. Orem City reserves the right to cancel and shut down events taking place on city owned property if the permit requirements are not upheld and issued within the time frame.

    Please note: The number of Police Officers for races and parades are dteremined separately by the police department and other factors

     

    FIRE

    2 Paramedics+ Ambulance $250/hr

    Please note: Other EMS providers will need to be certified with the Orem Fire Department prior to the event to ensure provider meets State Requirements. Most of the time fire doesn't need to be on site.

  • Damage/Destruction of Public Property

  • Any damage or destruction of public property as a result of the event will be the responsibility of the permit holder. In consideration for using a city facility, the applicant must sign a license agreement and/or indemnification agreement provided by the city. Permit fees are conditional on the information provided by the applicant. If more city resources are needed the day of the event, applicant is responsible to pay the city any and all additional fees that are accrued. All park rules and regulations must be followed.

  • Park Rules and Regulations

  • 1) The reservation permit is valid for the designated park and designated times only. Other park amenities (playground and tennis courts) are NOT reserved by this permit. They are available on a first-come basis if not reserved for city functions.

    2) It shall be unlawful for any person to conduct live bands,DJ's, dances,concerts, movies,sound systems, microphones,speakers and amplified sound in or on any city-owned property (unless otherwise authorized by the City for Special Events).

    3) It shall be unlawful for any person to bring inflatables,bounce houses, blow-up slides, carnivals,rides,etc in or on any City Owned Property.

    4) The use of park water for any purpose other than a drinking fountain (i.e cooking, tank tanks, water fights, water slides,water balloons, etc.) is not allowed. Water spigots/taps are no longer accessible to the general public. 

    5) Alcohol,drugs, and/or smoking are not allowed in any city park at any time. Profane language,fighting, or gambling are not permitted on Orem City property (City Code 13-1-9). The park curfew is between the hours of 11:00 pm and 5:00 am. (City Code 13-1-10).

    6) Vehicles shall be permitted only in designated park areas. Private vehicles are not allowed to drive or park on the grass or sidewalks at any time. (City Code 13-1-6).

    7) All dogs must be kept on a leash at all times and the owner is responsible for their cleanup. (City Code 13-1-7).

    8) Skateboarding, golfing or ATV's/Motorized Vehicles are not allowed in any city park.

    9) It shall be unlawful for any person to damage or deface any of the buildings,fences, or structures, to damage or foul any fountain,or to damage any tree, shrub,flower, or lawn located in or on any city-owned property or equipment. The repair costs and damages will be the responsibility of,and paid for by, the organization or person(s) involved (City Code 13-1-2).

    10) Park reservations for groups of 250 or more must be approved by the Orem Recreation Department Director (801-229-7123) at least four (4) weeks prior to the event.

    11) Park grass spaces are not reservable and do not come with the pavilion reservation itself.

    12) Overnight camping and/or open fires are not allowed at any time in any city park or surrounding areas.

    13) Fireworks, sparklers, and open-flame candles are not allowed at any time in any city park. 

    14) Power capabilities are 15 amps per outlet. If outlets are overloaded, park staff are not available to reset breakers. 

    15) It shall be unlawful for any person to conduct any revenue-generating event in or on any City-Owned Property (City Code 13-1-4).

    16) All requests shall be denied where the use is inconsistent with the proper and regular use of the facilities, or where the purpose is immoral,obnoxious, or injurious (City Code 9-2-12 and 11-1-3-B-28).

    17)  The refund policy for cancellation (for pavilions) and/or transfers is: 0-7 days notice before event-no refund; 8-30 days notice before event-$5 cancellation fee. There is a minimum ($5) non-refundable fee for all cancellations and transfers after payment. (FOR JUST PARK PAVILION RESERVATIONS).

    18) Reservations made within 24 hours of the reservation date may not allow parks crew time to ensure cleanliness and maintenance of the pavilion.(FOR JUST PARK PAVILION RESERVATIONS).

    19)  Please have a copy of the reservation permit form at the park on the day reserved.

    20) Notify the Orem Police Department (801-229-7070) if you have a problem with your park reservation rights.

    21) Once the payment goes through, the charge on your bank statement for the reservation will be shown as "Orem Recreation Web Pay.'

    22) If you belong to a non-profitable tax-exempt organization and you think that you do not have to pay tax, please click (this link) and upload your tax-exempt form is reviewed, in the future when you reserve a park, you will have the option to remove the tax.

  • City Approval

    The City of Orem will review each application and accept approval based on availability and nature of the event. The City of Orem is permitted to adjust requirement and payments as needed per event. Applicant will receive updates prior to final approval.
